I have a book coming out and I wish to use a FZ quote. It is poetry, I am poor, but I think it's all in great spirit. Who can I contact to at least query for a permission?

Maybe you should consult some prepared person (lawyer) [OK, I see the point you made about being poor] or source [copyright law codes] about FAIR USE conditions and see if it fits your case. I only say that, because, even though I don't know and I am not sure, I believe few had success contacting the ZFT for theses and related matters....
