I guess it depends on what town you're in...

Consider New York City. The city has its own Department of Correction. According to their website, at any one time they could be handling between 12,000 and 17,000 inmates. The main facility - on Riker's Island - actually has eight separate jails (each for a specific class of inmates). In addition, each of the five boroughs except Staten Island has its own jail, and there are two psych wards: the infamous Bellevue for male inmates, and Elmhurst for female inmates.

As if that wasn't enough, a number of police precincts have temporary holding cells, and the courthouse downtown can house up to several dozen inmates on the day of their court appearances.

Maybe Phil Lynott was thinking of New York or London or even his home town of Dublin when he wrote the song...

Maybe Phil was speaking metaphorically. You know, all us disillusioned youth are going to break out of our mundane and miserable lives for awhile and have a little fun and cause some trouble. Who knows, if they cause enough trouble they might actually get to go to jail for real. The lyrics are pretty bad all the way through but he sings it with such conviction that it doesn't really matter.
